Let us see, some instances when the passive voice is used.
आइये कुछ अवसर देखते हैं जब निष्क्रीय स्वर का उपयोग किया जाता है.
Case 1
When we want to show more interest in the action and not to in the doer of that action.
जब हम किसी कार्य को करने वाले की तुलना में उस कार्य में अधिक रूचि दिखाना चाहते हैं तब हम निष्क्रीय स्वर का उपयोग करते हैं.
Case 2
When the doer of the action is obvious so it is not necessary to mention him/her/them.
जब यह स्पष्ट होता है कि कार्य किसने किया है तब उसका उल्लेख करना आवश्यक करना चाहिये.

The road has been constructed.

Case 3
When we do not know who the doer of the action. The doer could be unknown or forgotten.
जब हमें पता नहीं होता कि कार्य किसने किया है, कार्य करने वाला अज्ञात होता है या हम उसे भूल गये हैं.
Case 4
The passive form may be used to avoid an awkward grammar in sentences that have more than one action.
वाक्य में एक से अधिक काय उपस्थित होने पर एक बेढंगे व्याकरण की परिस्थिती से बचने के लिये निष्क्रीय स्वर का उपयोग किया जाता है.
Consider the sentence...
नीचे दिये वाक्य पर ध्यान दें...
When he reached home a policeman arrested him.

A better way to write this would be...
इस वाक्य को लिखने का एक बहतर तरीका...
When he reached home he was arrested by a policeman.

or policeman can be omitted because it is that arrest is done by obvious a policeman only.
या policeman को छोड़ा जा सकता है क्यों की गिरफ्तार तो आम तौर पर पुलिसवाले ही करते हैं.
When he reached home he was arrested.

In the example above, the second action was made passive to improve the impact of the sentence.
उपर के उदाहरण में दूसरे कार्य को निष्क्रीय स्वर में बदलने से वाक्य का असर सुधरा है.
Case 5
The passive form is used by the speaker when he wants to disclaim his/her responsibility for a disagreeable announcement.
जब एक वक्ता एक अप्रिय घोषणा करते वक्त अपने उत्तरदायित्व को छुपाना चाहता है.
When the management is telling the employees about the reduction in their salaries they prefer the passive voice where the doer of the action is not mentioned.
जब भी प्रबंधन अपने कर्मचारियों को यह बताना चाहता है कि वेतन घटाये जा रहे हैं तब इस कार्य को करने वाले के उल्लख न करना पड़े इसलिए निष्क्रीय स्वर का उपयोग करते हैं.

The salary is being reduced.

But, when the management is informing the employees about a decision that the salary has been increased they would like to take credit for it by using the active voice.
वहीं जब प्रबंधन यह जानकारी देना चाहे कि वेतन बढ़ाये जा रहे हैं तब वे इस फैसले का श्रेय लेना चाहेंगे. ऐसे करने के लिये सक्रीय स्वर का उपयोग करना चाहिये.
