Quotation marks (कोटेशन मार्क)- उद्धरण चिह्न
The symbols  '  (single quote) and  "  (double quote) are used quotation marks. These are used to identify direct speech or quoted material.
कोटेशन चह्नों के लिए दो प्रकार के चिह्न उपयोग किये जाते हैं.  '  एकल उद्धरण और  "  दोहरा उद्धरण. इन से प्रत्क्ष सम्बोधन या उद्धृत शब्दों को चिह्नहित किया जाता है.

The quotation marks are always used in pairs.
इन उद्धरण चिह्नों को जोड़ियों में उपयोग किया जाता है.

When indicating a quote, one mark placed at the beginning of the quote and the other at then end of the quote.
प्रत्क्ष सम्बोधन या उद्धृत सामग्री दर्शाते समय, एक उद्धरण आरम्भ में और एक अंत में लागाए जाते हैं.

Both marks in the pair must be same - either " or '.
जोड़ी के दोनों चिह्न एक जेसे होने चाहिए - " या '.

There are different styles in different cultures for this, but it is general practice that double quotes are used for indicating direct speech while the single quotes are used for marking citations, titles etc.
अलग-अलग संस्कृतियों में अलग-अलग शैली मौजूद हैं, पर व्यापक प्रचलन के मुताबिक दोहरे उद्धरण का उपयोग प्रत्क्ष संबोधन दर्शाने के लिय प्रयुक्त किया जाता है, और एकल उद्धरण से हवाला, शीर्श आदि को चिह्नहित किया जाता है.

If the quote is a full sentence then the sentence-ending punctuation is placed inside the closing quotation mark.
जब उद्धरण एक पूर्ण वाक्य होता है तब वाक्य को अंत करने वाला विराम चिह्न बंद-करने वाले उद्धरण चिह्न के पहले आता है.
He said, "How are you?"

If the quote is a single word or a short unpunctuated group of words then the sentence-ending punctuation put after the closing quotation mark.
जब उद्धरण एक शब्द का हो या छोटा बिना विराम चिह्न के शब्दों का समूह होता है तब वाक्य को अंत करने वाला विराम चिह्न बंद-करने वाले उद्धरण चिह्न के बाद आता है.
